없었다. 그래서 자연스럽게 선거사기에 대한 즉각적인 논의는 없었다. 일각에서는 이번 선거 결과가
국민과 국제사회의 인식에서 비롯된 것이라는 시각과 함께 코로나 전염병 확산을 막기 위한 문재인 정부의
탁월한(?) 대응책이라는 시각까지 나왔다. 한국의 문재인 대통령은 또한 강한 행운을 누렸다.''

문재인 정부 홍보팀은 악성을 드러내며 코로나를 극복하려는 성실한 시민들의 노력의 성과를 자신들의 것으로 만들려고 악랄하게 시도했다. 사실 한국에서 코로나 전염병의
확산을 막는데 탁월한 성과는 한국 국민, 특히 양질의 의료 종사자들의 빠르고 성실한 노력과
그들의 귀중한 헌신 덕분이었다. '중국의 꿈'(中國夢)으로
최면에 걸린 문 정부는 코로나-우한의 진원지에서 온 중국인들을 위해 아무런 정당한 방어책도
없이 모든 항구와 공항의 한국 국경을

선거 결과에 대해 가장 먼저 합리적인 문제를 제기한 사람은 내가 알기로는 미국에 살고 있는
유튜버 스콧 리라는 사람이었다. 그는 매우 자연스럽고 합리적인 문제를 제기했다; 50대와
60대가 프리보티에 참여한 동안 63대 36의 비율로 사전투표에서 자신들에게 실패한 결과
때문에 투표일 투표에서 분명히 승리한 우파 후보들이 어떻게 좌파 후보들에게 패배했는가.

유튜버 스콧 리의 4.15 총선에 대한 합리적인 질문에 이어, 진정한 통계학 교수에 의해
본격적인 분석이 이루어졌다. 박영아, 수학 천재 로이킴, 월터 메번 미시간대 교수. 특히 수학,
MS 엑셀에 정통한 국내 중견 자영업자 '조슈아'가 '바실리아 TV'라는 유튜브를 통해 4.15 선거
온라인 계산법을 최종 해결했다. 그가 발견한 공동효율을 바로잡는 선거일 전 투표는
서울 경기 인천 3표, 부산 4표, 대구 6표였다. 호남지역에서 수정치가 0이라는 것은 여기서
사전투표일 투표 결과를 건드리지 않았다는 것을 의미한다. 수학의 천재들에 의한 모든
본격적인 논문과 아무리 권위 있는 통계학자들이 유튜버 스콧 리의 이념에 동의한다고 해도
결국 '합리적 의혹' 수준을 넘어설 수는 없다. 사전투표일 투표에서 좌파 여당 후보들이
63대 36의 균일하고 정확한 비율로 어떻게 우세한 표를 얻었는지를 입증하기 위한
'물리적 증거'(일명 오프라인 증거)가 확보돼야 4·15 선거에 대한 '합리적 의혹'은

의혹을 심각하게 인식하고 이 문제에 대해 (다른 사람들도 많지만) 모든 것을 다 쏟아부은
중요한 인물들은 매우 수준 높은 유튜브 TV를 계속 방송하고 있는 변호공 박사와 성공하지
못한 민경욱 의원이었다.

21세기에 시대착오적인 백두혈통(?)의 왕조 체제를 구축하고, 2천 4백만 북한 동포들의
기본권을 무자비하게 억압 유린하고 있는 북한의 젊은 독재자 김정은이 “신비할 정도로”
(mysteriously: 미국 언론들이 표현하는 말투이다) 흔적도 없이 사라져 있다가 며칠 전에
홀연히 나타났다. 이 일에 관해, 한국 사람들이 두 사람의 탈북 정치인을, 확인도 할 수 없는
가짜뉴스로 그의 사망설을 유포했다고 해서 아주 준열(?)하게 비난하고 있는 작태를 보면서
나는 우리들 한국 사람들이 아직도 한참 정신을 못 차렸다고 하는 것을 통감(痛感)하며,
꼭 중요한 한마디를 여기에 제기하지 않을 수 없다. 사실 지금 우리들 한국 사람은 김정은이
유고(有故)에 관한 가짜 뉴스의 진위(眞僞)를 가지고 왈가왈부 할 정도로 한가(閑暇) 하지가
않다는 점을 뼈져리게 마음에 새겨 두어야 한다. 이번 김정은 잠적사건(“mysterious happening”)이
진행되는 동안 북한의 급변사태에 관해서 미국 정부는 “잘 준비된 위기대응 계획(contingency plan)을
가지고 있다”고 여러 차례나 천명하였다. 그러면 우리는 즉 한국 정부는 북한의 급변사태에
관해서 위기대응 계획(contingency plan)을 가지고 있는가? 가지고 있다면 실제로
어떤 내용의 것인가?
그 것은 실제로 가동될 수 있는 잘 준비된 합리적인 대응 계획인가? 이런 질문을 해야 한다.
아무리 겸손하게 표현하드라도 우리는 미국이나 중국 또는 일본 보다도 더 잘, 철저히 준비된
북한의 급변사태에 관한 위기대응 계획(contingency plan)을 가지고 있어야만 할 것이다.
그냥 위기대응 계획을 가지고 있느냐의 여부보다 실제로 북한에서 김정은이가 죽고 북한 정권이
무너져 내부 붕괴가 오고, 중국 등이 북한지역을 장악하려는 전술적인 움직임을 시작할 때,
북한정권이 그 동안 만들어서 숨켜둔 WMD를 수거하고, 밀려 내려오는 수백만의 굶주린 북한
동포들을 어떻게 인도적으로 구제할 수 있는가? 하는 문제들에 대해서 정직하고 실질적인
답변을 가지고 있어야 한다. 왜냐하면 『북한의 급변사태』 란 우리의 미수복지구인 북한의
위기 상황이며, 따라서 이는 다름아닌 우리 대한민국의 국가영토 문제이며, 국가안보 문제이기 때문이다.
그러나 이렇게 당연한 것을 말하고 있는 필자 자신이 이런 당연한 추론이 얼마나 공허한 느낌을
주는 것인지를 너무나 잘 알고 있다. 세상물정을 정말 모르는 책상물림 국제법 학자가 엄혹한
국제정세도 잘 모르면서 극히 공허하고 내용이 없는 국수주의적 주장을 하고 있다고 비난을
받는다고 해도 지금은 할 수 없는 일이 된다. 북한 급변사태시 한국과 미국의 대응을 위한
작전계획으로 『작계 5029』라는 것이 있다. 『작전계획 5029』는 한미양국에 의해서
1996-97년경 북의 붕괴가능성을 가정하고 준비되었으며, 1999년 개괄적인 ‘개념계획
(CON-PLAN) 5029’로 완성되었다.
한국 전쟁 시 인천상륙작전이 성공한 직후인 1950년
9월 26일 미국 정부가 맥아더에게 보내는 합참의 지시초안에 보면, “38선 이북지역에 대한
대한민국의 주권(sovereignty)은 일반적으로 인정되지 않고 있다. 대한민국과 그 군대는
유엔군의 일원으로서 38선 이북지역에서 군사작전과 군사점령에 참여할 수 있으나, (대한민국의)
주권의 북한지역에 대한 공식적 확장과 같은 정치적 문제는 한반도의 통일을 완성하기 위한
유엔의 조치를 기다려야 한다.” 라고 명시되어 있다. 『작전계획 5029』에서도 “38선
이북지역에 대한 대한민국의 주권에 대한 개념은 대체로 이 선에 머물러 있다. 물론 이 점에
관한 한국 정부측의 완강한 이의(異議) 제기가 있어 온 것으로 알려져 있다.
그러나 이런
한국 정부(당시 노무현 정권) 측의 이의는 미국 정부나 주한 미군 측에 의해서 끝내 받아들여
지지 않았으며, 그 대신 그 때까지 명목상으로만 존재하던 유엔사(United Nations Command)를
조직 보강과 증편 등을 통해서 전면에 등장시켜 UNC를 『작전계획 5029』의 주체로 만들었던 것이다.
태평양 전쟁의 종결 처리를 주도했던 미국 정부가 한반도 분단의 과정에 직접 관여했던 것을
잘 인식하고 있는 대부분의 양식 있는 미국의 정치 지도자들이 북한지역을 헌법상의 영토로
규정하고 있는 남한의 현행 헌법 규정의 논리적 법적 당위성의 근거에 관련해서 그 역사적 배경을
이해하는 것은 어렵지 않을 것이다. 다만 이 문제에 관한 한미간의 법적 논의가 사실상 지금까지
아주 공정하고 우호적인 테이블에서 한번도 이루어지지 않았다고 하는 데에 문제가 있다.
『작전계획 5029』를 통해서 한반도 문제에 관한 미국의 전략적 목표를 달성함에 있어서
남한은 미국의 중요한 맹방이며 한미간의 군사적, 정치적 협력은 이 작전계획의 성공적 목표
달성을 위해서는 사활적인 중요성을 갖는다. 「김정은 잠적사건」이 극적으로 지나간 지금이후
어느 때라도 북한의 급변 사태는 즉시 발생할 수 있는 상황이므로 한미간에 상존하는 “38선
이북지역에 대한 대한민국 주권의 법적 인식” 문제에 관한 이견에 매달릴 것이 아니라 지금은
『작전계획 5029』의 목표 달성을 위해서 한미간의 군사적, 정치적 협력의 확보를 위한
현실적인 문제점을 검토 확인해 두는 것이 무엇보다 우선되야 될 과제라고 생각된다. 즉
「한미동맹 체제」는 어느 정도 공고한 상태 인가를 확인하는 실제적 문제로 귀착된다.
이미 임계상황에 와 있는 북한의 비핵화 완성 여부와는 아무 상관도 없이 남북간의 경협이
지금 당장 실현될 수 있는 문제인 것처럼 떠들다가도, “한미동맹은 과거 어느 때보다도
강고한 상태” 라고 진지하게(?) 말하고 있는 문재인 한국 대통령의 불쌍할 정도로 정서불안정한 얼굴을 보면
참으로
우리 대한민국의 운명이 누란의 위기에 놓여 있다는 것을 실감하지 않을 수 없다.
지난 2017년 5월 이후, 『한미동맹』은 다른 누구도 아닌 한국 대통령 문재인의 친중(親中)
용북(容北) 노선에 의해서 용의주도하게 훼손되고 파괴되어 왔다. 한국이 지금과 같은
동북아시아의 정치적 군사적 상황에서 미국의 신뢰를 져버리면서까지 막무가내 식으로
친중(親中) 용북(容北) 노선을 추구하는 것이 절대로 용인되거나 용서될 수 없는 정책적
선택이라는 것은 국제관계의 기본적 양식이 있는 사람이라면 누구나 알 수 있는 상식(常識)이다.
지금과 같이 실질적으로 훼손될 대로 훼손된 한미동맹의 체제 속에서 북한 급변사태가 발생한다면,
『작전계획 5029』를 통해서 한반도 문제에 관한 미국의 전략적 목표를 달성함에 있어서
남한은 이미 미국의 중요한 맹방일 수가 없으며, 미국은 군사적, 정치적 협력을 한국에
기대하지도 않을 것이다. 아주 최악의 씨나리오를 거론해 본다면, 미국은 북한지역의 WMD를
수거 관리함에 있어서 한국군 보다 일본 자위대 병력의 조력을 강구하게 될 지도 모른다.
더욱 몸서리 쳐지는 일은 북한지역에 친미적 임시정부가 들어서서 문재인이 통치하는
대한민국의 친중적 정책에 맞서서 일종의 남북조 시대를 열어 한반도 통일이 영원히 물건너
갈수도 있는 일이다. 당연히 한미간에 상존하는 “38선 이북지역에 대한 대한민국 주권의
법적 인식” 문제에 관한 이견에 관련해서 더 이상 미국측의 우호적인 재고(再考)가 들어설
여지는 영원히 없어지게 된다. 그러니 지금은 태영호 당선인 등 탈북 정치인의 실언을 가지고
쓸데없는 트집을 잡기 전에 홀연히 김정은이가 다시 그 뚱뚱한 몸을 이끌고 아주 건강한
것처럼 나타나 주어서 아슬아슬한 한미동맹의 훼손된 모습을 우리(한미)가 아직
남(중국과 북한)에게 들어내지 않아도 되었던 것을 고맙게 생각해야 한다.

The results of the 4.15 general election in 2020 ended with a marked victory in the ruling party. This election result cannot be convincing to a normal citizen's sentiment that maintains rational judgment in view of the current regime's absurd behavior, which has committed the series of repeated policy failures in every area of security, economy, and public welfare. However, there were no cases of illegal voting attempts checked as on-the-spot crimes (off-line-style) as in the 1960s and 80s, such as proxy voting, changing ballot boxes, public voting for two and three people, and forced expulsion of observers in pre-voting or the voting day voting. So, as naturally, there was no immediate discussion of election fraud. Some even came with the view that the results of these elections stemmed from the recognition of the people and the international community to the Moon government's excellent(?) responding measures to prevent the spread of the corona epidemic. There have also come some appraisal comments like; "The South Korean President Moon Jae-in has also been blessed with a strong luck.''
Oh, nothing but an absurd and wrong comment and appraisal without any due and rational grounds, every of those stupid responses! The public relations teams of Moon government unleashed its evil nature and had wickedly attempted to steal and turn the achievements of sincere citizens’ efforts to overcome the corona, out to be their own. The fact is that the excellent achievements in preventing the spread of the corona epidemic in South Korea have been due to the quick and sincere efforts of the Korean people, especially high-quality medical workers, and their invaluable dedications. Hasn't Moon government, hypnotized with ‘Chinese dream’(中國夢) kept opened Korean border in every port and airport free to pass for the Chinese people from the epicenter of Corona-Wuhan, without any due defense?
The first person who raised a reasonable question about the outcome of the April 15. 2020 election was, to my knowledge, a person named Scott Lee, a YouTuber living in the United States. He raised a very natural and reasonable question; how come the right-wing candidates who have won the apparently winning results at the Voting-day vote have been defeated by the left-wing candidates only because of the failing results to them in the Pre-voting day vote with some rate like 63 versus 36 while the 50s and 60s participated in Pre-voting day vote at a significantly higher rate than the younger people favoring the leftist regime. And he began analyzing the results of the election.
He meticulously tracked every numerical data of the voting results based on these reasonable questions. One of the findings he found was that in the pre-voting day vote, left-wing candidates almost accurately won more votes than right-wing candidates at a ratio of 63 to 36. No matter with the strength or popularity of individual candidates, only depended upon whether he belongs to left or the right wing, this kinds of uniformity of voting rate cannot be established. Apparently, this fact alone would be enough to question the truthfulness of this election.
Following the reasonable question of the 4.15 general election by Youtuber Scott Lee, a full-scale analysis was conducted by a genuine statistician Prof. Young-Ah Park, a mathematics genius Roy Kim, and Walter Mebane, a professor at the University of Michigan. In particular, a Korean middle-aged self-employed “Joshua”, who is well-versed in mathematics and MS Excel, finally solved the 4.15 election on-line calculation method on YouTube called “Vasilia TV”. The pre-election day votes correcting co-efficient he found were 3 in Seoul, Gyeonggi and Incheon, 4 in Busan, and 6 in Daegu. A correction value of 0 in the Honam region means that they have not touched the results of the pre-voting day vote here. Even with all full-fledged dissertations by the geniuses of mathematics and no matter how authoritative statisticians agree with the ideology of YouTuber Scott Lee, they cannot eventually go beyond the level of “reasonable suspicion”.
Only after "physical evidence '' (so-called off-line evidence) is obtained to demonstrate how the left-wing ruling party candidates obtained a prevailing vote at an uniform and accurate ratio of 63 to 36 in the Pre-voting day vote, all ‘reasonable suspicions’ about April 15th Election could be prosecuted as a Crime of national overthrow " as in the case of "The March 15th Fake Election in 1960".
The important persons who seriously recognized the allegations of the April 15th election in 2020 and have pushed themselves all in on this issue (although there are many others), were Dr. Byong-Ho Kong who continue to broadcast very high-quality YouTube TV, and assembly man Mr. Min Kyung-wook, the unsuccessful candidate from the Future Consolidation Party, and attorney at law, Kang Yong-seok, from the GaroSaero Research Institute.
In view of these gentlemen's allegation, the start of the fake election system is the QR code used in the voting paper for the Pre-voting Day vote. Article 151 (6) of the Public Official Election Act states, “The serial number printed on the ballot paper shall be indicated in the form of a barcode. The barcode can contain the name of the election, the name of the district, and the name of the jurisdiction's Election Commission.” Therefore, as in the ballot paper for the Pre-Voting Day Election, the ballot paper marked with a QR code, not a bar code, is illegal and should be viewed as invalid. Even when a QR code is conveniently used for a number of practical reasons in election management by making a concession, the QR code should contain only the name of the election, the election district, and the name of the jurisdiction's Election Commission. However, the QR code can store various kinds of information in a hidden state, and can also contain various complicated commands.
It is known that the ballots entered into the ballot sorter are read by a high-speed scanner and confirmed whom it was marked for. However, in the preliminary voting of the 4.15 general election, 'no matter whom the voter actually voted for', the high-speed scanner classified and sorted the ballot paper according to pre-correction value of each region, which was previously entered by the Democratic Research Institute, Yang Jeong-cheol, etc.
Therefore, the physical evidence that can prove election fraud is the QR code printed on each ballot paper, and the QR code reading order entered in the Integrated Computer Server of the Election Administration Headquarters. So, candidate Min Kyung-wook and lawyer Kang Yong-suk submitted the request for preservation of evidence, the ballots of each district and their archives. They requested for preservation of evidence from the Election Administration Office computer server to the court. Among the opposition candidates who clearly won in the Voting Day's ballot but were defeated due to the strange results of the pre-election-day vote led by Moon's election management committee, assembly man Min Kyung-wook from the Future Unification Party is the only candidate who filed a claim to the court for preservation of evidence.
Whether the request for preservation of evidence to the Central Commission and the local Commission's computation server has been accepted is not yet fully confirmed by the author. But the Court of Justice, which has been a well-trained puppet of the Moon’s government, it is questionable whether it will be accepted properly.
According to unconfirmed sources, an internal insurgency occurred after the election completed within the Democratic Institute, which has led the fake manipulation in the preliminary voting process for the 4.15 general election. Lee Geun-hyung and Park Si-hyung, who have been involved in various operations in making the fake election under the direction of Yang Jeong-cheol, are dissatisfied with the billion won that Yang Jeong-cheol gave each of them as a reward for their efforts. He pretended to be mistaken and said that he released a confidential document containing the pre-election correction value on the Internet. To Yang Jeong-cheol, who had been enraged by this insurgency, and demanded an excuse, Lee Geun-hyung requested 10 billion won, instead of 1 billion won. It is said that Yang Jeong-cheol quickly cleaned up his stool and fled to China when the situation became difficult.
In addition, one insider(unnamed) of the Democratic Research Institute submitted detailed internal information on the preliminary voting operation for the April 15th general election to lawyer Kang Yong-seok. There is a theory that important facts are already coming in, regardless of whether or not the request to preserve the evidence from the computer of the election administration office applying to the court is accepted. As of now, I just hope that the "GaroSaero Research Institute" will be able to secure a 'smoking gun' for electoral manipulation from the information provided by the insider of the Democratic Research Institute.
According to the U.S. residing YouTuber Scott Lee, it is suspected that programmers in China's Huawei are directly involved in the pre-voting elections for the 4.15 general election, as prescribed in an agreement that Yang has already entered with Chinese authorities. If so, you should guess that Chinese are remotely controlling the Korean Election Headquarters server from Beijing, China. The Chinese government has already established a New IT System and is implementing national control to enforce the digital fascism nationwide. If Chinese national corporation Huawei intervenes in South Korea's general election in advance, the scope of the fraudulent activities they manipulate will be vast.
In this difficult time, there are many excellent right-wing YouTubers who, by guiding our ordinary citizens, provide important opinions and key information on time (not too late) for the well-being of national security, national economy, and livelihood. Among them, the one I would like to mention specifically here is Mr. Jo Gap-je from Jo Gap-je.com and Mr. Jung Gue-jae, who runs Pen & Mike TV.
As is well known, these are leaders who lead public opinion by taking the lead in the path to cultivate our liberal democratic state system. I have personally listened to these people's theories and sympathized with them, so of course I respected them. These gentlemen were even ashamed of discussing the allegations of "the election fake of the April 15, 2020 general election". They were strongly opposed to discussing this "conspiracy theory."
About the odd 4.15 general election results, the normal citizens with rational reason just cannot accept the legitimacy of the General Election. Shouldn't we even discuss charges that have a rationale? Even after defeated by the ruling party in the election, the Future Unification Parties are indulged in struggling among themselves. This is what we are really concerned. However, our logic is; if you insist that for whatever reason, we citizens should stop rational judgment and ignore those apparent and significant charges demolishing our liberal democracy, that is definitely wrong.
They should be keenly aware at this moment that the attitude itself, even against discussing reasonable charges, is a major cause of national division. I sincerely ask these gentlemen to take part in the debate on the fake election of the April 15, 2020 as soon as possible. And I hope their valuable participation enforces and encourages the efforts of Dr. Byong-Ho Gong and others who are struggling lonely.
Syngman Rhee's Liberal Party regime collapsed as the results of the 3.15 illegal elections that occurred 60 years ago. Syngman Rhee was the only president candidate for the 3.15 election, and the problem was the competition for the position of vice president. Mr. Jang-myon from the Democratic Party and Mr. Ki-boong Lee from the Liberal Party were struggling for this position. In this vice presidential election, a visible off-line 'analog' fraud was held, including pre-voting, three-way public voting, proxy voting, changing the ballot box, and ousting the opposition observers.
At the time, however, there was no request for evidences, no police or prosecution investigations, and no court proceedings were made. As soon as the vote ended on March 15, the next day Masan citizens came out to the streets. The police fired tear gas gun at these citizens. Kim Joo-yeol, the first grader of Masan Commercial High School, was shot. On April 11, the body of Kim Joo-Yeul, who was wearing the mossy bullet in his eyes, came to the surface of the sea coast. The whole country and the world were astounding. On April 18th, Korea University students poured out into the streets. Organized gangsters such as Lee Jeong-jae and Lim Hwa-soo beat these students with sticks. The next day, on April 19th, like the flames on the dry field, the revolution burned out, and on April 26, President Syngman Rhee announced his resignation. This is the whole story of the so-called “April Revolution,” which marked by the 3.15 fake election that occurred 60 years ago.
Unlike 60 years ago, our people now know very well that liberal democracy has saved our lives and has enriched our lives so much. We are the people who have enjoyed the economical abundancy and the personal safety which the liberal democracy has brought to us. Now, the Moon administration has fundamentally denied liberal democracy, aimed for communist socialism or totalitarianism, something like in the communist China and carried out counter campaigning, manipulated fake voting operations. As a result, more than 180 seats were secured in the assembly for the ruling party exactly as one pro-Moon politician predicted.
Even after seeing the results of this strange election, the Taegeukgi troops who had already gone out to the streets, raised no questions, and the leading right-wing public opinion leaders, such as Cho Gap-je, Jeong Gyue-Jae have even branded the acts of discussing this election fraud as the shameful acts.
Even when this strange general election, which denies Korea's liberal democratic system as a whole is taking place, our citizens, who have long been tamed by the abundance brought by the liberal democratic system, they seem to determine to stay quietly and wait for until someone to tackle this election fraud, whoever, whether it would be the Trump's US government or lawyer Kang Yong-seok's “Garo-Saero Research Center”.
Is it because something like the mossy bullet in the eyes of young Kim Joo-yeol's abandoned body has not yet been found? Or is it because the gangsters who beat the students on the streets with a stick are still not found? As a dreadful crime ‘on line’, an attempt to overthrow this free democratic country as a whole have already been committed. How have we hardly brought up this nation, the Republic of Korea? Throughout the past 70 years, we have slept less but awakened longer to make this country as good as this. We have run and work to make this country, 13th trading power in the world. But in the end, should our free South Korea collapse?
In the face of the threat of destroying themselves, in the face of a crisis of self-disruption, whether individual or national, you must gather yourself up to the final battle and save yourself. Anyone who wants to rely on the power of someone else will have to go down the path of destruction. That is the reason for history.
Dear Korean free citizens! Please wake up for justice and freedom, the precious values that we have believed and nurtured. Please wake up. Are you trying to quietly lift up the white flag to this ridiculous challenge to destroy our liberal democracy?
The young dictator Kim Jong-un of North Korea has maintained an absurd and obsolete dynasty of the Baeg-doo lineage(?) monarchy in this transparent and advanced 21st century and ruthlessly oppressed the basic human rights of 24 million North Koreans. He has disappeared mysteriously without a trace and appeared suddenly a few days ago. Regarding this, South Koreans are showing a very serious criticism of newly elect Tae Young-ho and another defected politician from North Korea for spreading Kim Jong-un's death theories through fake news that cannot be confirmed. Looking at this, I feel that we Koreans are still not awake enough, and I have to raise an important word here. In fact, now, our Koreans are not to be relaxed only to argue with the fake news about Kim Jong-un's dead.
During the Kim Jong-un incident (“mysterious happening”), the US government repeatedly declared that it had a “well-prepared contingency plan” in regard to the North Korean emergency. Then, do we, that is, does the South Korean government have a contingency plan with regard to the North Korean emergency? If so, what is it actually about? Is it a well-prepared and reasonable response plan that can actually be put into operation? We have to ask ourselves these questions.
No matter how modestly expressed, we should have a better prepared and thoroughly prepared contingency plan for North Korea's emergency than the United States, China or Japan.
Rather than whether we simply have a crisis response plan, the question should be; in fact, when Kim Jong-un dies in North Korea and the North Korean regime collapses, an internal collapse occurs, and China starts a tactical move to take control of the North Korean region, could we, the South Korean government react properly? How could we detect and safely deliver the WMD that the North Korean regime has created and hid in the meantime? How can we humanitarianly rescue the millions of hungry North Koreans who are gathering and coming down? We have to have honest and practical answers to all of these problems.
This is because 『North Korea's Emergency』 is a crisis situation in North Korea, which is our unrecovered national territory, and therefore it is a matter of sovereignty of Republic of Korea and national security. However, this author, who speaks for granted, natural reasoning corollary, knows very well how this is actually heard unreal and emptied. Even if someone accused that this writer, a fresh international law scholar doesn't really know the world, and are unaware of the harsh international situation, and are making extremely empty and contentless nationalist claims, as of now, this writer could not reject but accept.
There is a plan called "Operation Plan 5029" as an operation plan for the response of South Korea and the United States in the event of a North Korean emergency. "Operation Plan 5029" was prepared by South Korea and the United States of America assuming the possibility of North Korea's collapse around 1996-97, and was completed in 1999 with the "Concept Plan (CON-PLAN) 5029.
In the texts of the Joint Chiefs of Staff Order sent by the US government to General MacArthur on September 26, 1950, just after the successful Incheon Amphibious Operation during the Korean War, it reads; “Korea's sovereignty over the district 38th parallel north is not generally recognized. The Republic of Korea and its troops can participate in military operations and military occupation in the north of the 38th parallel as a member of the United Nations military forces. But political issues, such as the official expansion of South Korea's sovereignty over North Korea, must wait for UN action to complete reunification on the Korean Peninsula.” In Operation Plan 5029, the concept of South Korea's sovereignty over the 38th parallel northern region remains largely on this line. Of course, it is known that there has been a strong objection by the Korean government on this point. However, this objection from the Korean government (at that time, the Roh Moo-hyun administration) was not finally accepted by the US government or the USFK. Instead, the United Nations Command, which has existed only as a nominal entity until then, appeared on the front through organizational reinforcement and expansion, making UNC the subject of "Operation Plan 5029".
Because they will be well aware of that the US government, which led to the end of the Pacific War, was directly involved in the process of division on the Korean Peninsula, it will not be difficult for most well informed American political leaders to understand the historical background of the logical legal justification of South Korea's current constitutional provisions, Article 3 which manifestly prescribes that whole Korean peninsula (including the northern region over 38 parallel) and its adjacent islands are the territory of South Korea, namely Republic of Korea. However, there is a problem that the legal review on this issue between South Korea and the United States has never been held at a very fair and friendly table so far.
South Korea is an important alliance of the United States in achieving the strategic goals on the Korean Peninsula through Operation Plan 5029, and military and political cooperation between the United States and South Korea is vital to achieving its successful goals.
Since Kim Jong-un's latent incident has passed dramatically, North Korean emergency can take place at any time. Rather than clinging to the disagreement over the legal perception of the sovereignty of the Republic of Korea to the north of 38th parallel that exists between Korea and the United States, we better work on real problems to secure military and political cooperation between Korea and the United States in order to achieve the goal of “Operation Plan 5029”. I think it is a priority to review and confirm, at this time, how strong, and well the “ROK-US Alliance System” is working now?
While he declares miscellaneous bold projects to help North Korean economy as if he could proceed immediately to begin South-North Korea Railroad complex, ignoring the bloody situation that completion of North Korea's denuclearization has come to the point at no procrastination are tolerated, South Korean President Moon abruptly assures that ROK - U.S alliance is maintaining more firm and strong manner than any other time. If you look at his face when he says these red lies, and see this South Korean President's pitiful and emotionally unstable countenance, you can't help but realize that the fate of Republic of Korea is in a real crisis.
Since May 2017, the ROK-US alliance has been deliberately undermined and destroyed by the South Korean President Moon Jae-in's pro-China policy and encouraging route for the North Korean dictatorship, not by anyone else.
It is a policy option that can never be tolerated or forgiven for South Korea to pursue the pro-China policy and encouraging route for the North Korean dictatorship in a reckless manner until it loses US trust in the political and military situation of Northeast Asia. This conclusion is a common sense that anyone who has a basic knowledge of international relations could easily arrive. South Korea could not have already been an important alliance anymore to the United States in achieving the US strategic objectives on the Korean Peninsula issue through Operation Plan 5029. When North Korea emergency crisis occurs under such a framework of the ROK-US alliance, which has been damaged in every important aspect as it is now, the US will not expect any military and political cooperation from South Korea.
In a worst scenario, the US may seek assistance from the Japanese Self-Defense Forces rather than the South Korean military forces in collecting and managing WMD in North Korea. Even scarier possibilities are that the hope of Korean Peninsula’s reunification can be brown out forever with opening a new kind of Two-Korea era; against the South Korean pro-China regime ruled by Moon Jae-in, US might establish a pro-US provisional government in North Korean region. Naturally, with regard to the disagreement over the legal perception of the sovereignty of the Republic of Korea on the region north of 38th parallel that exists between Korea and the United States, there will be no more room for friendly reconsideration of this issue by the US.
So now, before catching a useless account with defected politicians such as newly elected Tae Young-ho and other, we should be grateful to the fact that we(ROK, US) didn't have to reveal them(China, North Korea) the destructive appearance of the breathtaking ROK-US alliance when Kim Jong-un suddenly reappeared leading his fat body and pretended to be very healthy.
What is the fastest way to stop South Korean President Moon Jae-in from pursuing the pro-Chinese and encouraging North Korean dictatorship anymore? Since Kim Jong-un's fat figure reappeared, this has been the first task that we must get the answer really urgently.
